La résolution adoptée en juin 2015 par l’Assemblée générale des Nations Unies ouvre la voie pour un troisième accord d’application de la Convention des Nations Unies sur le Droit de la Mer
Cet accord devrait compléter la Convention en introduisant un modèle de gouvernance de la haute mer reposant sur une gestion intégrée des écosystèmes marins et en dotant les ressources génétiques marines d’un statut juridique.
Les travaux préparatoires au sein du groupe de travail officieux qui ont conduit à l’adoption de cette résolution et ceux du comité préparatoire qui s’est réuni pour la première fois en 2016 montrent que le délai de deux ans accordé à ce comité pour dégager un consensus, ne sera pas trop long pour surmonter les divergences entre les Etats participants à cette négociation
Consensus nécessaire pour permettre à l’Assemblée générale de convoquer une conférence diplomatique chargée de rédiger cet accord

Abstract
The resolution adopted in June 2015 by the United Nations General Assembly opens the way for a third implementing agreement of the UN Convention on the Law Of the Sea.
This agreement should complete the Convention by introducing a governance model of the high seas resting on integrated management of the marine ecosystems and by giving a legal status to the marine genetic resources.
The preparatory work within the unofficial working group which led to the adoption of this resolution and those of the preparatory committee which met for the first time in 2016 show that the deadline of two years given to the committee to draw a consensus will not be too long to overcome differences among the participating States in the negotiation.
This consensus is required to allow the General assembly to summon the diplomatic conference which will be asked to draft the third implementing agreement.
